KUALITAS WEBSITE PEMERINTAH DAERAH SEBAGAI MEDIA PENDUKUNG GOOD LOCAL GOVERNANCE
Abstract
Website is a potential media to be developed as a supporting media to improve government‟s performance, especially in developing governmental transparency and public participation. Unfortunately, that important aspect is currently out of concern in the evaluation of governments‟ website. The result of this research shows inadequate quality of information availability and voice management among studied local governments‟ websites. The available governance information given in those websites tends to be more normative rather than substantive. Some local governments that already have transparency regulation show their advancement in providing better information quantitatively. However, the development of the facilities for public aspiration delivery has not yet reached into public consultation in the policy making process. Some local governments which had been elected as best practices in e-government development have a better quality in managing interactive communication facilities. Most of local governments‟ websites has not been used optimally as a supporting media to improve governmental transparency and public participation. The causal factors are “the minimalism” of websites management and their users. However, website has a positive prospect to be developed as a supporting medium in creating an open and participative government.
