Analisis Penerapan Value Engineering Pada Struktur Bangunan Dengan Metode Analytical Hierarchy Process (Studi Kasus Pada Pembangunan Gedung Rehap Medik dan Hemodialisa RSUD Dolopo)

High-quality infrastructure is the result of reliable and competitive human resources. To ensure business sustainability and competitiveness, proper planning and effective management are required to achieve optimal and efficient outcomes. In large-scale projects, cost optimization can be pursued through systematic identification and evaluation processes without compromising quality, one of which is the application of Value Engineering. In this construction project, structural works accounted for 22% of the total project cost. This study aims to identify work components suitable for analysis, determine the most feasible alternative, and compare the project costs before and after the implementation of Value Engineering analysis. This research employed the Analytical Hierarchy Process (AHP) method. The data utilized consisted of the Bill of Quantity (BoQ), shop drawings, unit price analysis data (Harga Satuan Pekerjaan—HSP), technical specifications, applicable regulations, and cost breakdown analysis. Based on the evaluation, three major structural components were selected for analysis: slab, beam, and column works. A structural redesign analysis was subsequently conducted by considering alternative construction methods, including the use of precast elements. The results indicate that the selected alternative maintains the initial structural concept, consisting of precast slabs combined with conventional columns and beams, accompanied by dimensional modifications. The implementation of the selected alternative resulted in cost savings of IDR 10,548,175.76, equivalent to 3.34% of the total project cost.
