Abstract

The Unitary State of the Republic of Indonesia is a state based on the rule of law; this is explicitly stated in Article 1, Paragraph 3 of the 1945 Constitution of the Republic of Indonesia. This formulation signifies that Indonesia is a state governed by law, meaning that law governs the life of the state and society. Regarding the administration of government—at both central and regional levels—the 1945 Constitution outlines the division of power, encompassing both vertical and horizontal distributions. Horizontal separation of power gives rise to state institutions at the central level that hold equal status—namely the Legislative, Executive, and Judicial branches—governed by a system of checks and balances.

The Unitary State of the Republic of Indonesia comprises numerous islands stretching from Sabang to Merauke. Furthermore, the Indonesian nation consists of diverse ethnic groups, each with its own distinct customs and traditions. These differences enrich Indonesia's cultural diversity. Far from causing division among ethnic groups, this diversity serves as a unifying force, enabling Indonesia to become a great, united nation that commands respect from other countries. It is hoped that this diversity fosters a sense of togetherness, serving as the foundation for realizing a just and prosperous society based on Pancasila and the 1945 Constitution. One significant area of ongoing attention is the issue of regional autonomy policy. To support and implement this, the government, in collaboration with the House of Representatives (DPR), has established various policies embodied in legislation, such as Law Number 32 of 2004 concerning Regional Government, as well as Government Regulation Number 72 of 2005 concerning Villages. In implementation of these laws, the Ngawi Regency Government and the Ngawi Regency Regional House of Representatives (DPRD) have enacted various Regional Regulations (*Perda*), including Ngawi Regency Regional Regulation Number 8 of 2006 concerning Guidelines for the Organization and Work Procedures of Village Government. This is where the Village Consultative Body is expected to truly function as a support for development—specifically the development of the village community—based on the principle that village development is by the people and for the people. This expectation is grounded in the nature of human beings as social creatures who are interdependent; consequently, they engage in mutually beneficial interactions within the community. While every community member has diverse needs and strives to fulfill them, a sense of communal togetherness must be maintained to ensure a continued state of balance, harmony, and accord.
