The current rapid current of globalization has affected almost all aspects of human life. From the various aspects of human behavior, there are many problems that are of particular concern regarding the behavior of the people of North Sumatra in their natural world who make a living as sellers/traders, who occupy places on various lands and are often referred to as Street Vendors (PKL).
The increase in views of activity that is not balanced by the harmony of urban spatial planning, the increase in environmental quality in areas that are not balanced, the increase in environmental quality in areas that reduce the function of the city. The increasing activity of the informal sector on the trotvad, makes pedestrians uncomfortable because of the traders selling their goods. This is an inhumane urban space, neglecting the environmental aspects, and a lack of pedestrian space as one of the openings of the existing facilities in the central of housing area.
The problems caused by the dualistic phenomenon or what is usually called the formal and informal market sectors, are often caused by immaturity in planning and monitoring development in all parts of the city, where this condition often develops spontaneously, unplanned and wildly. According to Yustika, one of the problems that arises in relation to the dualistic model of the urban labor market which uses the terms informal sector and formal sector, street vendors (PKL) appear to be an important and relatively typical type of work in the informal sector. It cannot be denied that the informal sector, in this case street vendors, does not always cause problems in urban activities, but there is a positive side to the informal sector. In line with the opinion above, Sunyoto believes that "the informal sector can be considered as a life belt that accommodates excess labor that is not accommodated in the formal sector".
